I wonder if there is any non-TLM parish in Wisconsin where this is allowed or encouraged. The way I ordinarily see Communion distributed makes this practice impractical or near impossible. We used to have these things called altar rails.....

Every parish MUST allow the faithful to receive kneeling and on the tongue. I always do, whether Novus Ordo Mass or TLM, because it is equally the Real Presence of Our Lord at both!

"[91.] In distributing Holy Communion it is to be remembered that 'sacred ministers may not deny the sacraments to those who seek them in a reasonable manner, are rightly disposed, and are not prohibited by law from receiving them'. Hence any baptized Catholic who is not prevented by law must be admitted to Holy Communion. Therefore, it is not licit to deny Holy Communion to any of Christ’s faithful solely on the grounds, for example, that the person wishes to receive the Eucharist kneeling or standing."
At St. Mary's in Pine Bluff and it's sister parish, St. Ignatius in Mount Horeb, the pastor always distributes communion in front of a kneeler. You might know him as Fr. Rick Heilman, the founder of KDM. :)

I believe the SJCP parishes do this as well at both the OF and the EF.
One of my aunts was refused Communion in Chicago when she knelt to receive it on the tongue. True story.
St. Anthony's in Milwaukee(my parish)uses the rail regularly.
St. James in Kenosha used to a few years ago, and I'd assume they still do.
I'm glad to hear there are some out there. Even St. Mary's in Cashton doesn't have a communion rail but used kneelers instead.

As noted above, at parishes administered by the Society of Jesus Christ the Priest the opportunity to receive kneeling is offered at every Mass. A short, portable kneeler (room for two people) was placed at the head of the communion line and Father invited those who wished to receive kneeling to do so.
The astonishing thing was how many people immediately chose to do so! And the number increases as those who are unsure have the chance to see how it's done. The First Communion classes are also taught the Church's norm for the reception of Communion before being taught the allowed variations.
Oh, that's not actually the TLM. That's just the OF done right. Note the lack of altar cards. :P
All his daily Masses at St. Mary's (Tuesday, Saturday, and our Homeschool group's First Friday Mass) are actually celebrated ad orientem, with chanted propers (SEP) and ordinary. Awesome, I know.
He hasn't even learned the EF yet, although I'd imagine he will sooner or later...

Saints Peter and Paul in Wisconsin Rapids has a communion rail complete with cloth. This parish hosts a monthly Latin Mass celebrated by priests from St. Mary's Oratory in Wausau (Institute of Christ the King Sovereign Priest.)
Also, the current pastor, Fr. James Altman, gives all parishioners the opportunity to receive kneeling at every Mass....and, many do kneel.

Ive been publicly shamed by two different priests on three occasions for kneeling at Holy Communion. I was pulled aside after CCD class and lectured about it. Once at the Cathedral of the Epiphany (Sioux City, Ia diocese) I went to receive Communion standing and on the tongue, Bishop Walker N. practically forced the host into my hand.
