The picture/quote is misleading. The roads were built for proganda purposes.
To suggest that the US interstate system didn't have a huge impact on business success is silly. And it wasn't paid for by existing business success, it was paid for by borrowed Fed money betting on business success---AND as is often overlooked---championed by a General (it is the Eisenhower interstate system) who saw the military advantage of a solid interstate system. Hitler left Germany with an excellent road system too.
