Lay people are not permitted to bless throats; it is a priestly blessing and despite what the bishop says, only ordained ministers can canonically bless in this fashion. It's a priestly blessing reserved for priests. Imposition of ashes on Ash Wednesday is not a blessing. Even the distribution of Holy Communion by "Eucharistic Ministers" is not a blessing (and they should not be blessing children and others who approach but do not receive). But hey, I'm okay, you're okay and who am I to judge.

Ahh....if only we could be delivered from our Dioceses.
