Do Roman fountains have the same problem

as Wisconsin fountains?

Short answer: No!

In four years of living in Rome in the 60's we saw snow only once (a dusting). But even that was considered a once-in-25 years phenomenon.

'Global Warming' was not yet set in sand - as it is today...:)
