Milwaukee DA John Chisholm calls for a statewide review of Catholic Church abuse files

Milwaukee County District Attorney John Chisholm is calling for a statewide investigation of the Catholic Church's response to allegations of sexual abuse of minors, similar to the Pennsylvania probe that sparked a wave of inquiries across the country.

Chisholm said he would like to work with district attorneys around the state and newly elected Attorney General Josh Kaul to review all abuse allegations over the last 50 years. He said he would hope the state's bishops would voluntarily open their files.

If not, he said, he would be open to other mechanisms, such as a John Doe or grand jury proceeding.

Chisholm said he also would consider asking the U.S. Bankruptcy Court to share with authorities the names of more than 100 alleged offenders under seal as part of the now-closed Archdiocese of Milwaukee bankruptcy.

Wisconsin Activists Raided By Political Enemies Win In Court Against John Doe "Investigation"

Three years ago, a group of ambitious and partisan district attorneys convened a special kind of investigation to target and punish conservatives. This week, the Wisconsin Supreme Court held that investigation was unconstitutional and unmoored from both reason and law. The legal theories underlying the Wisconsin high court’s decision are important, but before we consider them, we must recognize the human cost of this litigation and the politics that animated public officials’ attacks on conservatives for engaging in free speech.

Some district attorneys in Wisconsin were disappointed by the failure of a prior John Doe investigation to derail Wisconsin’s union reform law, incensed by the unsuccessful recall election of union-busting Gov. Scott Walker, and cognizant that Walker’s next election campaign was about to start.

Unlike the normal criminal investigative process, however, these district attorneys employed Wisconsin’s so-called John Doe law, which grants extreme power to a special investigator to compel evidence and—more importantly—keep his investigation secret from targets and from the public. Their legal theory in this case was that Walker and other candidates had illeg"ally coordinated their campaigns with outside issue-advocacy groups.

Like so many villains, the John Doe II investigators went about their dirty business under cover of darkness. Nighttime raids by SWAT-equipped police squads turned homes and lives upside down. Computers and cellphones and all the personal documents and private information contained therein were seized and thereafter withheld from their proper owners. From the outside groups, investigators demanded membership lists and financial information. For all the targeted victims, the raids and subpoenas came with a sharp, horrifying warning: tell no one.

‘THEY CAME WITH A BATTERING RAM.” Cindy Archer, one of the lead architects of Wisconsin’s Act 10 — also called the “Wisconsin Budget Repair Bill,” it limited public-employee benefits and altered collective-bargaining rules for public-employee unions — was jolted awake by yelling, loud pounding at the door, and her dogs’ frantic barking. The entire house — the windows and walls — was shaking.

She looked outside to see up to a dozen police officers, yelling to open the door. They were carrying a battering ram.

She wasn't dressed, but she started to run toward the door, her body in full view of the police. Some yelled at her to grab some clothes, others yelled for her to open the door.

“I was so afraid,” she says. “I did not know what to do.” She grabbed some clothes, opened the door, and dressed right in front of the police. The dogs were still frantic.

“I begged and begged, ‘Please don’t shoot my dogs, please don’t shoot my dogs, just don’t shoot my dogs.’ I couldn't get them to stop barking, and I couldn't get them outside quick enough. I saw a gun and barking dogs. I was scared and knew this was a bad mix.”

This is a must read, especially because the "investigation" is still being reported by major news sources as something legitimate and within the contains of the rule of law.

Update: Yikes, the belligerent judge whom authorized these terrorisms is an associate member of the School Sisters of St Francis! (Dad29)  Not surprising, she is a fan of Joan Chittister.

Conservatives who backed Wisconsin Gov. Walker appear target of secret probe

Dozens of conservative groups that support Wisconsin Republican Gov. Scott Walker reportedly have been subpoenaed by a special prosecutor demanding donor lists and other documents pertaining to their backing of Walker's union overhaul and recall fight.

The so-called "John Doe" investigation bars those subpoenaed from talking publicly.

But Eric O'Keefe, director of the Wisconsin Club for Growth, told The Wall Street Journal recently that investigators have raided at least three homes and that he "wants the public to know what is going on," despite the personal risk.

He also suggested the probe is having a chilling effect on conservative groups as Walker approaches a 2014 re-election effort.

He said the subpoenas, including the one he received in early October, "froze my communications and frightened many allies and vendors of the pro-taxpayer political movement in Wisconsin. ... The process is the punishment."

Watchdog.org reported in late October that authorities were confiscating equipment and files from targets of the probe, and demanding phone and email records. Watchdog.org also reported this week that three of the unidentified targets have hired top First Amendment and campaign finance experts as part of their defense team.
