Wis State bills introduced to prohibit sale of baby parts

Heal Without Harm legislative initiative introduced

On Thursday, March 9th, 2017, State Sen. Terry Moulton and State Rep. Joel Kleefisch, along with Sens. Vukmir, Testin, Stroebel, Craig and Nass and Rep. Bernier, introduced the Heal Without Harm Legislative Initiative.

This package of two complementary bills, the Fetal Remains Respect Act and the Unborn Child Disposition and Anatomical Gift Act, seeks to demonstrate respect for unborn children by 1) outlawing the future exploitation of aborted children for fetal body parts (defined as tissue, organ or another part of an aborted unborn child); and 2) providing families, doctors and scientists with ethical sources of fetal tissue.

The Fetal Remains Respect Act prohibits the trade and use of fetal tissue derived from the intentional taking of a human life after Jan. 1, 2017.

The Unborn Child Disposition and Anatomical Gift Act requires health care facilities to inform parents of the ability to offer an anatomical gift from their stillborn or miscarried child.

ProLifeWi: Bill to prohibit University of Wisconsin abortions being circulated

State Rep. Andre Jacque (R-DePere) and State Sen. Chris Kapenga (R-Delafield) are currently circulating a bill that would prohibit both UW System and UW Hospital and Clinics Authority employees from performing or assisting in the performance of abortions while in the scope of their employment.

This bill, LRB-0916/2, would effectively end UW medical resident abortion training at the Madison Planned Parenthood abortion facility, a grisly arrangement that stains the reputation of Wisconsin’s public university system and flagship hospital.

In 2010, an open records request by Pro-Life Wisconsin and Alliance Defending Freedom revealed that since 2007, more than $58,000 of UW hospital authority funds had been used to train future abortionists at the Planned Parenthood in Madison.

The UW hospital authority paid physician medical residents in the UW School of Medicine and Public Health Ob/Gyn Department for two four-week rotations at Planned Parenthood, where they viewed and performed abortions with the oversight and assistance of department faculty.

In 2011, Gov. Scott Walker signed Act 32, the state biennial budget, which amended Wis. Stat. 20.927 to explicitly include the UW hospital authority as a “state agency” prohibited from funding abortions. In effect, this prohibited the UW hospital authority from continuing payments for medical residents performing abortions at the Madison Planned Parenthood.

However, the contractual agreement between the UW and Planned Parenthood of Wisconsin was renewed in a 2012 memorandum of understanding in which reimbursement for abortion services continued to flow from Planned Parenthood to UW.

University of Minnesota accused of using fetal tissue illegally

The Thomas More Society charged the University of Minnesota Oct. 19 for illegal use of aborted fetuses in its research practices.

“The petition basically says to the Hennepin County District Court, ‘By what authority does the University of Minnesota violate Minnesota’s law prohibiting transplantation research on the fetal remains of aborted fetuses,” said attorney Erick Kaardal of Minneapolis-based Mohrman, Kaardal & Erickson, P.A., serving as special counsel for the Thomas More Society.

The Chicago-based nonprofit law firm that focuses on pro-life cases filed a petition in the Fourth District Court of Hennepin County. Kaardal said that the firm acted on behalf of St. Paul-based Pro-Life Action Ministries and Minnesota graduate student Bridget Busacker because the current law in Minnesota doesn’t allow for research on aborted fetuses, according to statute 145.1621.

It's also important to remember in these cases that the research requires Freshly Killed Babies as the University of Wisconsin admitted recently.
University officials, lawmakers and abortion activists have argued over the legality of fetal tissue research in Minnesota since last summer, when a U spokesman denied the existence of the controversial research on campus, then admitted that it was taking place.

Abp. Cupich blasts Planned Parenthood in op-ed in Chicago Tribune, calls for "solid action," unfortunately invokes Seamless Garment

The release of videos of Planned Parenthood physicians discussing the market for tissue harvested in abortions has produced varied and strong reactions, and has, ironically, given us a reason for hope and an opportunity as a nation.

The tapes have generated a visceral reaction independent of how they were made or whether Planned Parenthood was making a profit. Rather, the widespread revulsion over the tapes arose because they unmasked the fact that, in our public conversation about abortion, we have so muted the humanity of the unborn child that some consider it quite acceptable to speak freely of crushing a child's skull to preserve valuable body parts and to have that discussion over lunch.

Yet, the outrage expressed by many at the physicians' callous and flippant attitude toward trafficking in human body parts is evidence that American hearts have not been irreparably hardened by the steady devaluing of human dignity in our society.

While commerce in the remains of defenseless children is particularly repulsive, we should be no less appalled by the indifference toward the thousands of people who die daily for lack of decent medical care; who are denied rights by a broken immigration system and by racism; who suffer in hunger, joblessness and want; who pay the price of violence in gun-saturated neighborhoods; or who are executed by the state in the name of justice.
Read that?  We should be no less appalled.  What an absolutely brutal statement, like comparing the atrocities in German in concentration camps, to the "rights denied immigrants."  Last time I checked, immigrants were not being dismembered and sold for their body parts.  

Abp Listecki on Planned Parenthood scandal: A picture of your child is worth a thousand words

I am a Baby Boomer and the most significant means of information, when I was growing up, was the television. The TV brought happenings right into the living room – there was no dependency upon radio commentary to paint a picture; the picture was there for everyone to see. The old adage “a picture is worth a thousand words,” was experienced by everyone and it was shared as something that could be appreciated. The picture would speak for itself, as it often presented the reality. Sometimes the images could be inspiring, like the first steps taken by an American on the moon. Other times, it could be transformative, such as pictures of the Vietnam War that caused men and women to protest our involvement.

The stark reality of pictures can also help understand the consequences of various actions. Have you seen the recent anti-smoking television ads from the Centers for Disease Control and Prevention? They show individuals who, because of smoking, have had limbs amputated, eyesight lost, birth defects to newborn babies and tracheotomies performed because of breathing problems. At the end of some of the videos, an on-screen graphic text tells us that the featured person passed away and gives the date of their death – a shocking ending. These are hard ads to watch, for these are real people and real consequences, but many would defend these stark presentations, by stating that they save lives.

However, many of these same proponents would object to the pictorial demonstration of an abortion, which shows the fetus – a human being in utero – being carved up. Many would say that this graphic depiction was too brutal for the sensitivity of the public. However, perhaps when we hide the reality or consequences of the action, we allow an avoidance of the responsibility for what is actually happening.

Recently Planned Parenthood was discovered to haggle over the price of body parts of aborted fetuses. Of course, there really is no problem if you consider the fetus to be anything other than a human being, convincing yourself that it’s not a child. Remember, it wasn’t too long ago that we condemned human experimentation by doctors in Nazi concentration camps.
Some so-called “enlightened” legislatures block proposed laws that would require potential mothers to have a short period of time before they make a decision to abort their children. Yet, these same individuals would support informed decision-making in all other circumstances. Ultrasounds have helped women caught in the dilemma of unplanned pregnancies, to see pictures of their children and understand their struggles for life. A picture of your child is worth a thousand words even before the child can say “mama.”

The majority of the American public finds late-term abortions repugnant. It doesn’t take much effort to understand that an early abortion is just a child not allowed to develop. I guess we as a society still need to develop, so I pray that no one decides to abort us before our chance to live. Our hope is in the Lord’s encouragement to LOVE ONE ANOTHER.
