Overturn of bizarre liberal sex-ed bill advances in Wisconsin
On Wednesday, January 18, 2012, the Assembly Education Committee (Rep. Steve Kestell, Chair), met to "exec" on several bills. One of the bills was AB 337, the Strong Communities...Healthy Kids Act--a bill that revises and repeals the so-called "Healthy Youth Act" passed last session by Madison & Milwaukee liberal elites. The committee passed the bill on a 6-4 vote, which means it is now ready for a votein the full Assembly. Those representatives who opposed this bill, including Rep. Gordon Hintz (D-Oshkosh) were very vocal and very strong in the comments. Their comments evidenced a real disdain for the ability of people at the local level to make decisions in the best interest of the students in their schools. The senate companion bill (SB 237) passed last fall. Wisconsin Family Action anticipates that the Assembly will take up the Senate version when it actually votes on the bill. Once the Assembly takes its action, the bill will be sent to Governor Walker. We anticipate the governor will sign the bill.

CrisisMag: If Contraception, Why Not Gay Marriage?

Say what you will about those who support "gay marriage," but at least they are being consistent. They see Protestants(and dissident Catholics) advocate that immoral sexual practices like contraception and direct sterilization are legally acceptable, so why are other immoral sexual practices like sodomy not legally acceptable. To me, that crowd is just being consistent. Either sexuality has a purpose and there is such a thing as a natural sexuality (that should be supported by law), or sexuality's only true purpose is self gratification. There is a design or not, a Designer or not. Also, certain readers of the blog think that it's okay for the state to inflict morality on business practices but not to inflict "morality" (really it's not morality being inflicted but human nature) in defense of the natural family. There are no abortion advocates that don't also support contraception, and there are no "gay marriage" advocates that don't also support contraception, in vitro fertilization, ect. That smallest unit of society, the family, has been under attack for some time. But the "gay marriage" crowd isn't the cause of the attack on family life, it is the symptom.
Candidate for Open Assembly Seat Says She'll Work To Overturn Wisconsin's Marriage Amendment
WisPoliticsMadison - Today, Chris Taylor, candidate for the open 48th Assembly District seat, praised the passage of New York’s Marriage Equality Legislation. When the law takes effect in July, New York will become the sixth state in the nation to allow gay marriage:
“New York has set an example for the rest of the nation about extending full human rights to its citizens. The right to marry is fundamental. No individual should be denied the right to make one of the most personal decisions in their life because of their sexual orientation.
In Wisconsin, we have an awful blemish on our constitution that enshrines discrimination against our fellow citizens because of the gender of the person they love. As the next Representative of the 48th Assembly District, I will work with my colleagues to amend our constitution and remove that discrimination. Too many LGBT families in Wisconsin struggle to hold their families together because of unfairness and discrimination. Working together, we can ensure passage of full marriage equality legislation and other policies that guarantee LGBT families the dignity, respect and legal protections they deserve.

The marriage amendment passed 60-40% in Wisconsin in 2006. It would take a great big swing to have any affect on that. Of course if you're just trying to rally the troops in Madison I'm sure it sounds good.

Planned Parenthood of Wisconsin: "Jesus would not have written that kind of a budget"

On Friday, July 1, Soros-funded liberal group Citizen Action of Wisconsin released its weekly “Battleground Wisconsin” podcast and Tanya Atkinson, Executive Director of Planned Parenthood Wisconsin, was one of the guest hosts. The podcast discussed the state budget, recently signed into law by Gov. Scott Walker.

I have to ask myself, what would Jesus do? I’m pretty sure Jesus would not cut off funds for poor women and children…
The Sunday signing was pretty ironic to me, because if you’re Christian and you know what Jesus would have done, Jesus would not have written that kind of a budget.

Milwaukee welfare worker to woman he impregnated: Get an abortion or else
From the Milwaukee Journal Sentinel:
A child welfare worker who impregnated an emotionally troubled woman he had investigated for child abuse ordered the woman to get an abortion or she would lose everything, according to a lawsuit filed Monday in federal court and an interview with the woman's attorney."He said, 'If I have to lose everything, then you have to lose everything too,'" the attorney, Joy Bertrand, quoted the woman as saying.The woman - Theola Nealy - refused to have an abortion.Within weeks, Nealy's two children - a daughter then 5 years old and a 3-year-old son - were taken into state custody. Years later, those children have not been returned.And the baby fathered by the caseworker - now almost 3 years old - continues to live with her father, Peter J. Nelsen."Nelsen was assigned to protect the most vulnerable among us, and he preyed upon them," Bertrand said.

IL issues first gay marriage licenses today

Illinois has issued its first civil union [call it what it is -- gay marriage] license, launching a historic day for same-sex couples across the state.Janean Watkins and Lakeesha Harris camped overnight outside the Daley Center to be the first in line as the state's new civil unions law kicked in.The couple has six children [!!! plus how many sperm donors?] who will all be in attendance at a formal civil union ceremony tomorrow.Couples can obtain licenses starting today, but must wait a day before holding a ceremony. On Thursday, the governor and Mayor Rahm Emanuel will be on hand in Millennium Park as more than 30 couples enter into civil unions.Illinois is now the sixth state that allows civil unions or their equivalent, and two other states — Hawaii and Delaware — have passed civil union laws that have not yet been enacted.
Illinois' gay marriage law has resulted in Catholic Charities of Rockford withdrawing from adoption work.

When many couples have a baby, they send out an email to family and friends that fills them in on the key details: name, gender, birth weight, that sort of thing. (You know the drill: "Both Mom and little Ethan are doing great!")more at Yahoo news
But the email sent recently by Kathy Witterick and David Stocker of Toronto, Canada to announce the birth of their baby, Storm, was missing one important piece of information. "We've decided not to share Storm's sex for now--a tribute to freedom and choice in place of limitation, a stand up to what the world could become in Storm's lifetime (a more progressive place? ...)," it said.
That's right. They're not saying whether Storm is a boy or a girl.
There's nothing ambiguous about the baby's genitals. But as Stocker puts it: "If you really want to get to know someone, you don't ask what's between their legs." So only the parents, their two other children (both boys), a close friend, and the two midwives who helped deliver the now 4-month-old baby know its gender. Even the grandparents have been left in the dark.
In fact, they should not name the baby either. Wait until he or she can speak to name themselves. And language? Why limit it to the parents'? The child should not be bound to the social constructs of society. If they call "red" something like "uzzabuuzaaah" who's to say the child is wrong? Really? They do put other oppressive restrictions on the child's growth. Why stop at gender? In fact who's to say these so called parents have been chosen by the child? Why not let the child decide? I think this couple really needs to examine themselves. Far, far to conservative to really be considered "a tribute to freedom and choice in place of limitation." What they need is to be true liberals in every facet of the child's development.
Obamacare redefines "family"?
The bill begins with an enormous number of definitions, most of which simply pass the buck to other federal statutes for their content. One of those defined in the section, however, is that of "family," and the definition as given should give distributists serious concern. "The term 'family,'" the bill tells us, "means an individual and includes the individual’s dependents."more at The Distributist Review
Surely, this is a curious definition; a family normally involves, at the very least, more than one person. A quick search of a dictionary reveals a number of definitions, all of which involve a group of people of some kind. This one, however, states that a family is "an individual." Certainly, it also includes his "dependents," but doesn't have to. What does this mean for distributists?
First, this definition is perfectly open to, and is conducive of, definitions of the family that distributists should adamantly oppose. By refusing to cite to a married couple, man and woman, it opens the door for literally any type of "family" that our increasingly degenerate society decides to recognize. Cohabiting couples; homosexual couples, whether "married" or not; all of these easily fit into the definition of family as described here, provided that one of them is a "dependent." The definition of "dependent" doesn't help any, either; it is left entirely up to "the Commissioner," the only proviso being that it "includes a spouse." Note that here, too, there is no mention of a spouse of the opposite sex, a pretty glaring omission given the enormous controversy currently ongoing about the subject.

Labor union reps gather enough names for recall against Dan Kapanke
La Crosse area Democrats have filed a petition with more than 21,700 signatures calling for a recall electoin of Sen. Dan Kapanke, one of eight Republicans targeted for his support of a controversial bill to curtail collective bargaining rights for public workers.LaX Trib
If 15,588 signatures are validated, Kapanke will be just the fifth Wisconsin lawmaker to face a recall election. Only two have been unseated.
Kapanke said Friday he believes the bill – now entangled in a court battle over the way it was passed – was necessary to balance an estimated $3.6 billion budget deficit and that he would cast the same vote again even knowing it could cost him his seat.
“This certainly trumps any one person’s ambitions or political career,” he said. “We are elected to put our fiscal house in order… You’ve got to do what’s best in your heart – what you feel is best for the future of the state.”
Here's the thing, why don't Dems run a recall after every election? Did anybody who signed the petition vote for Kapanke? So why is this a surprise. If Dem senators are willing to run away from home like a teenager told they cant get their eyelids tattooed, should we expect anything less? Worst case scenario, I think Kapanke could make a run and beat Herb Kohl if Kohl decides to run again.

Here is Wis. Stat. 48.92 that Prof. Papke is addressing.
Permits single GLBT individuals to petition to adopt? Yes.HRC
Wisconsin law permits any unmarried adult or husband and wife jointly to petition to adopt. WIS. STAT. § 48.82. [Could it be this was intended for special cases, widows, single aunt/uncle adopting after both parents death. ect.]
Permits a same-sex couple to jointly petition to adopt? Unclear.
Wisconsin courts have never precisely decided the issue, though they have strongly suggested that joint adoptions by unmarried individuals are not available under the current statutes. See In re Custody of H.S.H.-K., 533 N.W.2d 419, 437 n. 41 (Wis. 1995); In Interest of Angel Lace M., 516 N.W.2d 678, 685 n. 14 (Wis. 1994).
Permits a same-sex partner to petition to adopt partner’s adopted child? No.
Such an adoption would terminate the parental rights of the non-adopting parent. In Interest of Angel Lace M., 516 N.W.2d 678, 683 (Wis. 1994). ("Hence, we hold that . . . a minor is not eligible for adoption unless the rights of both of her parents have been terminated. Because Georgina's parental rights remain intact, Angel is not eligible to be adopted by Annette.") [This issue is what the commentary was referencing. ]
Details: The state regulations do not address whether sexual orientation or gender identity or expression are factors in adoption decisions. WISC. ADMIN. CODE § 51.07.
Here is Wis. Stat. 48.92 that Prof. Papke is addressing.
Effect of Adoption. (1) After the order of adoption is entered the relation of parent and child and all the rights, duties and other legal consequences of the natural relation of child and parent thereafter exists between the adopted person and the adoptive parents. [Two single people, as homosexuals would be legally considered, cannot adopt the same child.]And again, here is a part of Prof. Papke's comments:
(2) After the order of adoption is entered the relationship of parent and child between the adopted person and the adopted person's birth parents, unless the birth parent is the spouse of the adoptive parent, shall be completely altered and all the rights, duties and legal consequences of the relationship shall cease to exist. Notwithstanding the extinction of all parental rights under this subsection, a court may order reasonable visitation under s. 48.925.
The great problem with the statute involves same-sex couples with children. It is increasingly common for one member of a same-sex partnership to have a child brought into the relationship from a prior opposite-sex marriage, as a result of adoption, or conceived via artificial insemination. Call this the “pre-existing parent” in the same-sex partnership. The pre-existing parent might want their same-sex partner to adopt any children brought into the relationship. In such cases, the second partner might be perceived as a parent by the child or children, and the second partner might be ready and willing to adopt any child from a previous relationship. However, if this adoption is finalized in Wisconsin, the statute operates to automatically terminate the parental rights of the pre-existing parent -– a patently unwanted result given a hope to achieve some degree of family unification through adoption. For a judicial confirmation of the absurd result of the Wisconsin statute, see Interest of Angel Lace M., 184 Wis. 2d 492, 516 N.W. 2d 678 (1994).Although today there is absolutely no legal recognition of a same-sex couple as a legal entity(Gov. Doyle's domestic partnerships will likely be overruled) or their ability to adopt, Prof. Papke is advocating that this non-existent legal "right" be granted. Although written as a "fix" to a current law, what Papke is saying is that despite the fact that traditional marriage is protected under the Wis Constitution as between one man and one woman, other laws that assume this proper role of marriage should be undermined to accommodate for two homosexuals to bring children into their union. I don't think the "ship has sailed" on this issue, and the fact that voters passed a marriage amendments proves that the will of the people is to uphold the traditional family structure. What is clear by the comment "one fears the state’s current hostility toward expanding gay rights would make this difficult to achieve" that this "hostility" is the law of the land. "Hostility" is not a legal term, he is talking about a political climate. Prof. Papke is pushing his own personal agenda here. And he's able to do it under the guise of a Catholic legal perspective.
What could be done to fix WIS. STA. 48.92? A whole new statute allowing and facilitating adoption by same-sex partners would be the best solution, but one fears the state’s current hostility toward expanding gay rights would make this difficult to achieve. Alternatively, one could change the existing statute to create an exception for same-sex partners seeking to adopt their partners’ children. As noted above, the statute already includes a comparable exception for stepparents adopting their spouses’ children. Stepparents, after all, would also consider it absurd if the act of adopting their stepchildren terminated the parental rights of the pre-existing parent in the relationship.

It couldn’t have come at a better time. Tim’s unemployment benefits were about to run out. He could hardly believe what the voice on the other end was presenting to him — an offer to be a job foreman for at least 11 months, with a salary of $65,000 to $70,000 a year.
Perfect, Tim thought. Then came the bad news — he would be working on construction of a new Planned Parenthood Clinic in St. Paul on University Avenue. The highest of highs became the lowest of lows as he quickly turned down the offer.
“The roller coaster started going downhill,” said Tim, 38. “He [union rep] wasn’t really sure if there were going to be abortions there. He kind of sidestepped that, I think, to try to entice me to say yes. But, I said, ‘Wait a minute. It’s a Planned Parenthood.’”
And, just like that, Tim went back to being unemployed with no immediate prospects — and his unemployment benefits set to run out sometime this month. Fortunately, his wife, Nicole, 37, has a full-time job as a media specialist for Akin Road Elementary School in Farmington. Still, things are tight financially for the family, which also includes 11-year-old Adeline.
Though Tim was quick to turn down the offer — the phone conversation lasted only about a minute — Nicole was slower to embrace his decision, mainly because she works with the family budget and has dealt with the financial stress of Tim’s lengthy unemployment.
“The first thing I wanted to do was justify [taking the job],” she said, when Tim called her moments after he turned it down. “It’s just a clinic. No, it isn’t.
“Through this whole process, our faith has deepened,” she said. “We feel like it was a test of our faith. We chose to stand by our faith.”

Fighting ‘contraceptive mentality’ is ‘essential’ for the culture of life: Cardinal Burke
“We recognize in certain so-called free nations and in some of their policies and laws an opposition to the Christian’s adherence to the natural moral law,” he noted. He cited in particular the fact that pharmacists have been required to fill prescriptions for abortifacient drugs, and that priests have been charged with ‘hate speech’ for preaching on the intrinsic evil of homosexual acts.
“Not without reason, there is greater and greater fear that the Church will be unable to carry out her educational, health-care and charitable works in certain nations because the civil law requires that such Church works cooperate in acts which are always and everywhere wrong,” he said.
The prelate stressed the relationship between “the living of the truth regarding human sexuality and human life” and “the practice of justice.” “The attack on the innocent and defenseless life of the unborn, for example, has its origin in an erroneous view of human sexuality, which attempts to eliminate, by mechanical or chemical means, the essentially procreative nature of the conjugal act,” he explained.
Invoking Pope Paul VI’s landmark encyclical Humanae Vitae, which reaffirmed the Church’s condemnation of contraception, the cardinal contested claims that the conjugal act can maintain its integrity or remain unitive and loving while the procreative nature of the act is “radically violated” through use of contraceptives.
“In fact, it is not unitive, for one or both of the partners withholds an essential part of the gift of self, which is the essence of the conjugal union,” he explained. “The so-called ‘contraceptive mentality’ is essentially anti-life. Many forms of what is called contraception are, in fact, abortifacient, that is, they destroy a life which has already been conceived, has already begun.”

MN judge says 1971 state Supreme Court ruling and state law prohibit same-sex marriage
Citing a 40-year-old precedent, a Hennepin County judge has dismissed a lawsuit that sought to remove legal barriers to gay marriage in Minnesota.StarTrib
In an order signed Monday, District Judge Mary Dufresne rejected an argument by the group Marry Me Minnesota that the state's 13-year-old Defense of Marriage Act (DOMA) violates same-sex couples' rights to due process, equal protection, religious freedom and freedom of association.
"Unless and until" the state Supreme Court overrules a 1971 decision limiting marriage to a man or a woman or repeals DOMA, Dufresne wrote, "Same-sex marriage will not exist in this state."
Chuck Darrell, communications director for the Minnesota Family Council, applauded the decision. His organization opposes gay marriage and tried unsuccessfully to intervene in the lawsuit. Darrell noted that since the Obama administration stopped defending the federal law defining marriage as between a man and a woman, Marry Me Minnesota has written letters urging Gov. Mark Dayton, Attorney General Lori Swanson and others to stop defending the state's law.
"This, coupled with several bills introduced in the Legislature last year to legalize same-sex marriage, is why we need to protect marriage with a marriage amendment," Darrell said.

Walker's budget will cut $4 million from Planned Parenthood of Wisconsin in taxpayer funds
Anti-abortion groups welcome Gov. Scott Walker's budget plan to cut state funding for family planning services and repeal a state law requiring insurance companies to cover prescription birth control.WisStateJournal
Matt Sande, legislative director of Pro-Life Wisconsin, applauded Walker in a statement for making "common-sense budget decisions that respect the consciences of Wisconsin taxpayers."
Walker's proposed biennial budget, released Tuesday, would eliminate $1.9 million in state grants for birth control and health screenings, which go to Planned Parenthood and other providers. With federal matching funds, the grants amount to about $4 million a year, said Amanda Harrington, spokeswoman for Planned Parenthood.
The budget also would repeal a law that went into effect last year requiring commercial health plans to cover prescription birth control. The law affects about a third of the state population, as the other two-thirds are uninsured or covered by self-insured plans or government insurance.
<sarcasm>In related news, Wisconsin Catholic Sisters applaud the effort as "removing the death grip that the abortion industry has on Wisconsin families. Wisconsin women deserve better than being told their God given fertility is a disease to be eradicated." The sisters then went to Madison and held a prayer service supporting the legislation and witnessing to the culture of life. </sarcasm>

Green Bay baby shower helps needy expectant mothers
The CompassGREEN BAY — Diocesan employees are holding a baby shower this month. Not just for one baby, but for several.
Christina Pallini, diocesan respect life director, said the collection of clothes, diapers, sheets and baby blankets will be distributed through Catholic Charities to mothers in need.
"We've done baby showers in many parishes," said Pallini, who credits diocesan receptionist Joan Kloster with the impetus for the collection.
"The bottom line is that we support mothers in keeping their babies (in the womb) and also support them afterwards, when the baby is born," Pallini added.
Three playpens in the lobbies of the diocesan office buildings are slowly filling with the goods for babies and toddlers. Even outside donations have been arriving, including hats and mittens from Shopko.
Pallini said that the donations are "just one more way of protecting and defending life."
