The ad, sponsored by Pro-Life Wisconsin and Wisconsin Family Action, contrasts ultrasound footage of preborn children with the monetary value of their organs discussed by Planned Parenthood officials in a series of undercover videos released over the past several months by the Center for Medical Progress. The Wisconsin Legislature is currently considering AB 305, which “prohibits a person from knowingly providing, receiving, or using, for experimentation, a fetal body part in this state, regardless of whether the provision, receipt, or use is for valuable consideration.”
WISN told the pro-life groups they could air the ad during entertainment programming, but not during the evening news as they had originally hoped. As for Fox6, sales director Mike Neal wrote that station management was “not comfortable with the content during morning, daytime and primetime hours,” so they agreed only to run the commercial between 10:00 PM and 4:00 AM.

Some call this legislation Right to Work. We call this "Freedom of Conscience in the Workplace"legislation. Essentially, SB 44/AB 61 says Wisconsin workers will have their individual conscience rights respected and will not be forced to join and/or pay dues to a labor union if they choose not to do so.
In recent years, labor unions have taken positions on (and sometimes even funded organizations working on) issues such as abortion and marriage redefinition--positions not shared by all their members. Unions have also frequently supported, by endorsement and/or funding, political candidates whose positions on issues such as abortion and/or marriage are opposed to the positions of some of their members.
Article I, Sec. 18 of our Wisconsin Constitution guarantees liberty of conscience to all citizens: "nor shall any control of, or interference with, the rights of conscience be permitted...." This liberty of conscience should be extended to the workplace. No one should have to violate his/her conscience in order to be employed.
SB 44/AB 61 ensures that the conscience rights of all WI workers are respected.
SB 44/AB 61 does not do away with labor unions in Wisconsin. All SB 44/AB 61 does is to make belonging to a labor union a matter of choice for an employee. For many this is a matter of, finally, being able to work without having their conscience rights violated because they've been forced to join and pay their hard-earned money to a union whose ideological and political positions are different from theirs.
Such freedom of conscience is a fundamental right
of our American and Wisconsin citizenship.

Wis Catholic Conference: State Senate Should Protect Human Rights and Religious Freedom
Bravo! So I was skimming the La Crosse diocesan newspaper and came across this. It was originally posted by WCC on January 14th. Since the WCC has no RSS feed, Twitter account, etc., it makes following them excessively difficult. But this is precisely what I was looking for, support of the current legislation in Wisconsin immediately affecting Catholics' way of life, in particular Wisconsin Family Action's AB 216. WCC at times has appeared disconnected with the ongoings of local legislation, it's great to see them support this excellent bill. Now we the voters need to start banging on our state legislators doors.

There has been a lot of discussion lately about the federal government’s failure to protect religious liberty. Much of this discussion is over whether the Obama Administration adequately protects religious liberty under the Affordable Care Act (ACA), commonly called “Obamacare.” However, Catholics might be surprised to know that our own Wisconsin Senate has been reluctant to recognize even the limited liberty protections of current federal law.
Since 2009, Wisconsin state law has required that all health insurance policies sold in Wisconsin provide coverage for prescribed contraceptives and related services. Unlike most states with similar requirements, Wisconsin has failed to provide any recognition of religious liberty and conscience. As a result, Catholic agencies in the state that cannot self-insure are forced to purchase morally objectionable coverage.
Efforts to address this are underway, but are currently stalled in the Wisconsin Senate. Assembly Bill 216, the Health Care Conscience Act, mirrors federal law by providing an exemption from objectionable contraceptive coverage requirements for religious entities. Also, like the Federal Employee Health Benefits Program, Assembly Bill 216 prohibits state employee health insurance from covering most abortion services. Both measures in AB 216 simply align Wisconsin law with federal law.
Assembly Bill 216 is one of two bills whose critics have received significant media attention. Together with Assembly Bill 217, which prohibits medical professionals from knowingly performing sex-selective abortions, AB 216 has been attacked as escalating a “war on women.” Disregarding such false claims, the Wisconsin Assembly passed both bills. The Senate, however, has failed to schedule a vote on either.

ACLU: Attacking Marriage; Usurping the Process

The debate went something like this, Attorney one: “If the people of Wisconsin want to change the definition of marriage, they can do that if they want to. But right now they’ve made a decision, and it’s a wise decision to promote both sexes, the diversity of mothers and fathers in our families. That’s not an unreasonable thing at all, recognizing that kids have mothers and fathers. That’s the decision they’ve made, and they’ve made since the beginning of their statehood; and the Supreme Court has affirmed that that is constitutional for them to do.”
Attorney 2’s response: “How long do we ask people in loving, committed relationships, raising children together already, to wait for fair treatment for recognition of their loving relationships? Do we ask the legislature, this legislature in Wisconsin which is very unlikely, to put that to the voters? Do we ask them to wait for two separate sessions of the legislature, two-year sessions of the legislature and another vote….?”
That was a virtually word-for-word repeating of the debate I listened to last week about the lawsuit that the ACLU has filed on behalf of four homosexual couples. The lawsuit was filed in Wisconsin’s Western District Federal Court and alleges that the Marriage Protection Amendment that nearly 60% of the voters approved in 2006 violates the US Constitution.
Can we change that sign to read "Natural Marriage: Yes"? Homosexualists are not interested in the traditions of men if they think they are unjust. But yes, the ACLU intends to usurp the process.
By the way(and I don't mean this sarcastically), has the WCC issued a statement? If not, wouldn't you think they would? They argument I always hear is that Church support has the opposite affect, rallying enemies against good causes. I suppose the MN Marriage Amendment maybe "proves" that, but here this is not something that is decided by popular opinion but by the judicial system.
WiFamAction: Life Issues Gaining Ground in WI
Now that’s the question of the day as we mark 41 years of the abortion holocaust in our country and 41 years of Planned Parenthood’s anti-life, anti-women scourge on our communities. That’s the question I ask now as we enter the last couple of months of our legislative session here in Wisconsin. I ask it directly of the State Senate where we have 2 pro-life bills sitting waiting for action in this house so the bills can go to the governor. Assembly Bill 216 would keep taxpayers from having to pay for the abortions of state employees and would also create a religious freedom exemption for churches and other religious organizations so they can offer their employees health insurance that does not include contraceptives that are abortion-inducing—against their religious beliefs. In addition to these two bills, we have Assembly Bill 206 in the Senate, ready for this body to vote on and get to the governor. Assembly Bill 206 authorizes a Choose Life Wisconsin license plate with proceeds from the sale of the plate going to our Pregnancy Resource Centers so they can continue and enlarge their life-saving, life-affirming, pro-women work.
Really, who can put a price—whether that price is financial, social, or political—on saving the life of a baby? I’m hopeful that our State Senate will clearly see the answer to that question and join wholeheartedly in 2014 Sanctity of Human Life month by acting on these bills so that in 2015, we can report more Wisconsin babies saved and more Wisconsin women protected from the horrors of abortion.

Fond du Lac citizens showed up and stood up for community values not only at the meeting, but through their communications via email and phone to City Council members and Fond du Lac City Council President Sam Meyer. The majority of the public speaking portion of the meeting was dominated by those who vehemently opposed changes to the ordinance.
WFA president Julaine Appling, who attended the meeting, gives kudos to the effective efforts of the City of Fond du Lac residents, “The citizens of Fond du Lac did an incredible grassroots job on this proposal. I was at the meeting. It was one of the best examples of the ‘multiplied power of one’ I’ve ever seen. This was an unnecessary and dangerous proposal and the citizens spoke loudly and clearly. Fond du Lac did the right thing in defeating it. Make no mistake, however, it will be back. Those who want to advance this agenda never quit.”

“Rep. Danou’s statements today while discussing the proposed Choose Life Wisconsin license plate in the Assembly Transportation Committee show once again that people who are pro-abortion will make absolutely outrageous statements in an effort to advance their cause.
“Apparently, Rep. Danou isn’t such a hot-shot researcher. Had he been better at his research or less disingenuous in his statement, he would know that Wisconsin Family Action is not a ‘state affiliate’ with Family Research Council (FRC) or any other national or state group.
“That said, Wisconsin Family Action is proud to partner, from time to time, with Family Research Council on issues that are of mutual interest and importance. Family Research Council is run by some of our nation’s finest, including Tony Perkins, a former U.S. Marine and a former Louisiana state legislator; and Lieutenant General Gerald “Jerry” Boykin (ret.), whose 36-year military career included commands of both Delta Force and the United States Army Special Forces Command, as well as many other excellent staff members. These are most definitely the kind of people we are honored to work with and whose values we share.

Wisconsin Domestic Partnership Registry: Oral Arguments slated before WI Supreme Court 10/23
“This registry is designed to do one thing - mimic marriage. In so doing, it clearly violates Wisconsin’s Constitution, the will of the voters, and the institution of marriage. We have tenaciously championed this position as defenders of marriage and will continue to do so with all of our resources.” –WFA president, Julaine ApplingWisconsin Family Action
In August, 2013, Julaine Appling, president of Wisconsin Family Action, and 4 other Wisconsin Family Action board members, through their Alliance Defending Freedom attorneys, filed their initial brief with the Wisconsin Supreme Court in a lawsuit (Appling v Doyle) defending Wisconsin’s Marriage Protection Amendment. The brief clearly and strongly argues that the same-sex-only, statewide domestic partnership registry signed into law in 2009 by then-governor Jim Doyle, violates the marriage amendment by creating a legal status that is at least “substantially similar” to the legal status of marriage, a clear violation of the amendment that was passed by nearly 60% of the voters in 2006.
Oral arguments for Appling v Doyle before the Wisconsin Supreme Court will take place next week on Wednesday, October 23.

Appling: Religion and Family: A Double Helix

“The decline of the family has contributed to the decline of Christianity in more ways than one. It has rendered some people less capable of understanding what life with a protective, loving father could be like. It has left others feeling annoyed and on the defensive about church teachings… And the simple ubiquity of the modern varieties of un- and anti-Christian behavior further erodes the traditional understanding of right and wrong in these matters by sheer repetition.”
So says author Mary Eberstadt in her book How the West Really Lost God: A New Theory of Secularization. In this recently released work, Eberstadt, a noted scholar and author, turns on its head conventional wisdom about the demise of Christianity in America. Whereas most experts believe the breakdown of the traditional, natural, nuclear family preceded and was a precipitate in the collapse of Christianity, Eberstadt says no, actually, the deterioration of the family unit plays a significant role in this cultural loss.
This idea of the loss of the influence of religion in America—and the related loss of religious freedom—being related to the breakdown of the natural family has been running around in my brain for several years. I just wasn’t sure about the order—which came first. Now I’m pretty sure the deterioration of the natural, mom-dad family was and is the igniter.
We need some historical context to understand this. In 1848, the very year Wisconsin ratified its constitution and became part of the United States of America, in Germany Marx and Engels published the revolutionary Communist Manifesto. In that document, the authors make it clear that the traditional, natural, nuclear family comprised of married moms and dads and their children must be abolished. The Communists, socialists, Saul Alinsky radicals, homosexual activists all know that in order to advance their revolutionary, dangerous, insidious agendas and beliefs, they must destroy the institution that is the primary purveyor of values, beliefs and traditions. And that social institution is the traditional family.

Wisconsin Family Action prepared to pay production costs for "Choose Life" license plates
Legislators debated in a committee meeting Tuesday whether a pro-life organization should be allowed to sell specialized Wisconsin license plates to raise money to fund pregnancy resource centers.continue at Badger Herald
Choose Life Wisconsin, Inc., a nonprofit organization that advocates alternatives to abortion, would be allowed to sell $40 license plates saying “Choose Life” to private citizens should the bill pass through the Assembly Committee on Transportation.
According to the bill, the plates would cost $15 each for production with an additional $25 going directly to fund Choose Life pregnancy care centers across the state.
Choose Life Wisconsin President Julaine Appling said her organization does not want to burden taxpayers with the cost of production, so the organization is prepared to pay the production costs to the Department of Transportation up front, which she estimated would be between $9,000 and $11,000.
Jacque/Lazich Introduce “Choose Life” License Plates for Wisconsin

Last week, Rep. André Jacques (R-DePere) and Sen. Mary Lazich (R-New Berlin) introduced a bill last week that would establish a “Choose Life” license plate in Wisconsin. The plate has a birth certificate foot print on it and the words, “Choose Life.” Proceeds from the sale of this plate will go to Wisconsin’s Pregnancy Resource Centers to assist in their life-affirming work. NARAL Pro-Choice Wisconsin strongly opposes the plates.
WFA president Julaine Appling says, “We love the Choose Life Wisconsin license plate. What a great way to spread the pro-life message and also assist in funding our wonderful pregnancy resource centers. You know you are on to something good when the pro-abortion groups are upset.”
Wisconsin Family Action and Pro-Life Wisconsin have already set up the bylaws of Choose Life Wisconsin, Inc., which will disburse the proceeds from the sale of the license plates to crisis pregnancy centers for adoption assistance. Fees will include the normal license plate charge plus an additional charge of $15 for the specialty “Choose Life” plates, with an additional yearly $25 fee that provides funds to Choose Life Wisconsin, Inc.
Appling further stated, “Wisconsin Family Action will continue to work diligently with legislators to pass this pro-life bill that encourages adoption as viable option for women struggling with unplanned pregnancies.”

Wisconsin Family Action "strongly supports" the Wis. Personhood Amendment, calls for abortion facility inspections

As the stories broke about the Kermit Gosnell abortion horror, one thing we learned was that the state of Pennsylvania had not inspected his abortion facility for seventeen years. Considering this was a place that purported to be a “clinic” and claimed it dealt with “women’s health” and performed surgical procedures that generally required some form of anesthesia that seems to be an outrageous amount of time with no state inspection.
So, how long do you think it’s been since any of the four remaining Wisconsin abortion facilities have had an inspection? Surely it can’t be as long as 17 years, can it? The answer to that question is, who knows how long it has been? Apparently, there are no records available that clearly tell us when any of these abortion facilities was last inspected. As ridiculous as that may sound, it’s the truth. And the bottom line is we have no idea what really goes on in those abortion places.
We’ve made some real and substantial progress on incrementally controlling and regulating abortion in the Badger State over the last 3 years with bills requiring abortionists to ascertain as best they can that the woman is not being coerced, outlawing web-cam abortions, and most recently requiring that a woman seeking an abortion have an ultrasound and that abortionists must have admitting privileges to a hospital within 30 miles of where the abortions are being conducted.
But one area we have not addressed is the inspection of abortion facilities. Surely it should be carefully considered and soon, while the Gosnell atrocity is fresh on everyone’s mind. We could have a Gosnell situation brewing right in our own state and not know. That’s not a risk we should take.
WFA President Julaine Appling on Wisconsin’s Religious Freedom Amendment
I met with Julaine this week over lunch. This amendment is WFA's number one priority right now. Now, I haven't seen Wisconsin Catholic Conference come out and support this legislation yet, but clearly they should. This is going to be a big push by WFA, and I would encourage all Catholics in this state to support them financially if possible.
If Sconnie Catholics want their religious freedom protected, which we have repeatedly punted on in the past, then we need to support this amendment before it is too late!
ProLifeWI: “Choose Life” Wisconsin License Plate Legislation Introduced
Beginning with Florida in 2000, twenty-nine states have established “Choose Life” license plates raising over $12 million for adoption assistance. Pro-Life Wisconsin would like to see Wisconsin be the 30th state to produce and sell a “Choose Life” license plate. To that end, Representative Andre Jacque (R-De Pere) and Senator Mary Lazich (R-New Berlin) have introduced companion legislation (Assembly 206 / Senate Bill 176) to establish a “Choose Life” Wisconsin specialty license plate. The bills have been referred to the transportation committees in their respective houses.Pro-Life Wisconsin
Wisconsin Family Action and Pro-Life Wisconsin have set up the bylaws of Choose Life Wisconsin, Inc. a non-profit organization which will disburse the proceeds from the sale of the plates to pregnancy care centers for adoption assistance. Governor Walker recommends extending to low-income and working-class parents in eligible school districts the same private school option for their children that parents in Milwaukee and Racine currently enjoy. The eligible families must live in school districts containing at least 4,000 enrolled students and 2 underperforming (‘D’ or ‘F’) schools (currently Beloit, Fond du Lac, Green Bay, Kenosha, Madison, Sheboygan, Superior, Waukesha, and West Allis-West Milwaukee). The expansion is capped at 500 students statewide in 2013-14 and 1,000 students in 2014-15.

- Parents are responsible for the education of their children. Having good choices of partners to choose from to help them with this critical responsibility is important. The expansion of this school choice program opens up additional options for many parents.
- Taxpayers get a better deal. The cost per pupil for students in the voucher program is currently a maximum of $6,442. The average per-pupil cost in Wisconsin's public schools is over $11,000. Even with the Governor's proposed increase in 2014-2015 for students in the voucher program ($7,050 K-8 and $7,856 9-12; vouchers have not increased for several years), taxpayers are saving money.
- Communities are also getting better prepared young people. Research on Milwaukee's Parental Choice Program shows better graduation rates among students who have been in the Choice Program and also has had a positive impact on Milwaukee Public Schools' overall academic performance and graduation rates because of the competition choice schools create.
Primary election in Wisconsin tomorrow
This Tuesday, February 19, is the Spring Nonpartisan Primary Election in Wisconsin. The only statewide race with a primary is for the Wisconsin Supreme Court. Justice Patience (Pat) Roggensack is being challenged by two candidates, all vying for a 10-year term on the state's high court. The primary will narrow the candidates from 3 to 2. I saw this note on the WI Supreme Court primary
Feb. 19 is a critical day for Wisconsin’s future. That is the day of the primary election for Wisconsin State Court Justice Pat Roggensack. Two radical left-wing candidates have vowed to end the career of incumbent Roggensack. These two obstructionists both sighed recall petitions to get rid of Gov. Scott Walker. When they couldn’t beat Walker at the ballot box they decided to beat him on the bench.Fallone(one of the bad ones) teaches at Marquette and also is President of Wisconsin Stem Cell Now, a liberal embryonic stem cell advocacy lobby. I will vote Roggensack to keep a dipstick like Fallone off the bench.
If these two anti-Walker candidates eliminate Roggensack, they will do everything in their power to stop the progress Walker and the Republican legislators have accomplished. They are anti-pro-life, against economic development, against voter ID, and against Act 10.
Typically, these primaries have a very low voter turnout. That is what the liberals are counting on. If you stand with Walker, then vote for conservative Justice Pat Roggensack on Feb. 19.
