Last week, Choose Life Wisconsin Inc. announced it is now an authorized group with the Department of Motor Vehicles for the purpose of requesting a specialty license plate. The Choose Life Wisconsin license plate originated with Pro-Life Wisconsin and Wisconsin Family Action partnering on the idea and working together throughout the long administrative and legislative process.If you missed the announcement on Wednesday, read it all here.
“The choose life plate has been almost ten years in the making,” Julaine Appling, Choose Life Wisconsin president, said. “We are excited that within the next eight to twelve months, Wisconsin pro-life citizens will be able to purchase a beautiful license plate that expresses their views on life while also directly helping our state’s life-saving, woman-helping pregnancy resource centers.”
Choose Life plates are now available in more than 30 states. Since the first plate was approved in Florida nearly 20 years ago, over $23 million has been raised nationwide to assist with adoption and other life-affirming educational work.
“We have experienced increasing demand for a ‘Choose Life’ license plate in Wisconsin over the last five years,” Matt Sande, Choose Life Wisconsin vice-president, said. “We are confident the plate will sell quickly, and we are excited to open up a funding stream for Wisconsin’s pregnancy resource centers, which offer health services, adoption referrals, and in general help women in crisis pregnancies make life-saving choices.”

Wisconsin administration approves "Choose Life" license plate
Wisconsin government’s pro-life leadership deficit continues to worsen
Over the past few months, the actions of Wisconsin’s Republican leadership have raised red flags among pro-lifers for abandoning legislation that would ban sex-selection abortion and protect Wisconsinites’ conscience rights against forced subsidizing of abortion. First, Wisconsin Family Action reports that the GOP-controlled state Senate “refused to schedule” a final vote on AB 206, a bill making available “Choose Life” license plates (the sales of which would fund pregnancy resource services), “on the last day of session, effectively killing it.”
Granted, license plates are hardly the biggest item on the pro-life agenda, but the fact that they pose no threat to legal abortion makes it all the more baffling why ostensibly pro-life leaders would feel the need to stifle them. The mildest possible pro-life measure is still too controversial? Pathetic.
Second, the Milwaukee Journal Sentinel reports that Gov. Scott Walker has hired a new spokeswoman, Alleigh Marre, for his gubernatorial reelection. In 2011, Marre declared, “I’m a Republican, and I support Planned Parenthood, a woman’s right to choose, access to STD testing, birth control, etc.” Marre has also worked for pro-abortion ex-GOP Sen. Scott Brown of Massachusetts. So far there’s been no outright confirmation as to what Marre thinks about abortion today, but as the MJS’s Daniel Bice points out, statements by Team Walker have “all but confirmed Marre’s pro-choice position.”
WI Senate Republicans Kill “Choose Life” Bill; Choose Life Wisconsin Inc. Prepares Lawsuit

After months of hard work, passionate lobbying at the State Capitol, and many phone calls and emails from grassroots pro-lifers, Wisconsin Family Action is extremely disappointed to report that the “Choose Life” Wisconsin license plate bill (AB 206) did not pass. Senate Republican leadership refused to schedule the bill for a final vote on the last day of session, effectively killing it.These guys are a joke. Time to vote them out.
But this isn’t over yet. Choose Life Wisconsin, Inc. has made public its intention to take the “Choose Life” plate to the courts, with the goal of compelling the Wisconsin Legislature and Governor Walker to make AB 206 law. The lawsuit is based on the fact that the legislature previously approved a similar women’s health license plate, and it would therefore be unconstitutional viewpoint discrimination to exclude pro-choice, pro-life, or any other viewpoint about women’s health from the specialty license plate program.

WiFamAction: Life Issues Gaining Ground in WI
Now that’s the question of the day as we mark 41 years of the abortion holocaust in our country and 41 years of Planned Parenthood’s anti-life, anti-women scourge on our communities. That’s the question I ask now as we enter the last couple of months of our legislative session here in Wisconsin. I ask it directly of the State Senate where we have 2 pro-life bills sitting waiting for action in this house so the bills can go to the governor. Assembly Bill 216 would keep taxpayers from having to pay for the abortions of state employees and would also create a religious freedom exemption for churches and other religious organizations so they can offer their employees health insurance that does not include contraceptives that are abortion-inducing—against their religious beliefs. In addition to these two bills, we have Assembly Bill 206 in the Senate, ready for this body to vote on and get to the governor. Assembly Bill 206 authorizes a Choose Life Wisconsin license plate with proceeds from the sale of the plate going to our Pregnancy Resource Centers so they can continue and enlarge their life-saving, life-affirming, pro-women work.
Really, who can put a price—whether that price is financial, social, or political—on saving the life of a baby? I’m hopeful that our State Senate will clearly see the answer to that question and join wholeheartedly in 2014 Sanctity of Human Life month by acting on these bills so that in 2015, we can report more Wisconsin babies saved and more Wisconsin women protected from the horrors of abortion.

Wisconsin Assembly Passes Bill Allowing “Choose Life” License Plates
The Wisconsin Assembly has approved AB 206, a bill sponsored by Republican Rep. Andre Jaque (R- De Pere) which would allow a “Choose Life” license plate in the state. Choose Life plates typically serve as a source of revenue for pregnancy resource centers, which are allocated a donation for each specialty plate that a pro-life resident purchases.continue at LifeSite
According to Choose Life America, Inc., Florida was the first state to allow “Choose Life” license plates in 2000. Since 2000, over $16 million has been collected from sale of these plates, and that money has been used for pro-life causes, pregnancy centers, and adoption assistance.
A non-profit organization, Choose Life Wisconsin, Inc., has been set up to handle the sale of these license plates in Wisconsin should the bill pass. Each person choosing to buy one of these plates will pay an additional $15 to the state and $25 that will be given to Choose Life Wisconsin. After the costs associated with making the special plates are paid, the funds given to Choose Life Wisconsin will be dispersed to pregnancy centers around the state. The state Assembly voted 54-38 to approve the legislation 00 with Democrats attacking Republicans by claiming they are picking sides in the abortion debate and denying women’s health care, even though the funds go to centers that support pregnant women.
Rep. Chris Danou(D) calls WFA "hate group" for supporting Choose Life License Plates
In the Assembly Transportation Committee’s Executive Session this morning, Rep. Chris Danou (D-Trempeleau) made some outlandish allegations against Wisconsin Family Action (WFA), in his attempt to discredit WFA. Following is WFA’s president, Julaine Appling’s response.continue at WFA
“Rep. Danou’s statements today while discussing the proposed Choose Life Wisconsin license plate in the Assembly Transportation Committee show once again that people who are pro-abortion will make absolutely outrageous statements in an effort to advance their cause.
“Apparently, Rep. Danou isn’t such a hot-shot researcher. Had he been better at his research or less disingenuous in his statement, he would know that Wisconsin Family Action is not a ‘state affiliate’ with Family Research Council (FRC) or any other national or state group.
“That said, Wisconsin Family Action is proud to partner, from time to time, with Family Research Council on issues that are of mutual interest and importance. Family Research Council is run by some of our nation’s finest, including Tony Perkins, a former U.S. Marine and a former Louisiana state legislator; and Lieutenant General Gerald “Jerry” Boykin (ret.), whose 36-year military career included commands of both Delta Force and the United States Army Special Forces Command, as well as many other excellent staff members. These are most definitely the kind of people we are honored to work with and whose values we share.
“It is hard to believe that Rep. Danou would think that the Southern Poverty Law Center (SPLC) and its founder and leader Morris Dees are somehow more reputable and credible than Family Research Council. WI “Choose Life” License Plates Goes to Assembly for Vote Tomorrow

Today, the State Assembly Transportation committee voted along party lines to recommend that the full Assembly vote on the “Choose Life” Wisconsin specialty license plate. An amendment to the bill requires that the state be reimbursed for the cost of producing the plate before any plates are available to the public. The Assembly is scheduled to vote on this bill tomorrow in one of its last floor periods before January. The proceeds from the sale of this plate will go to Wisconsin’s pregnancy resource centers. To date, there has been no action on this bill in the Senate.

Wisconsin Democrats Trash Bill Allowing Drivers to Buy “Choose Life” License Plates
Democratic lawmakers in Wisconsin are questioning Republican Rep. Andre Jaque (R- De Pere) over the legitimacy of AB 206, a bill sponsored by Jaque which would allow a “Choose Life” license plate in the state. Choose Life plates typically serve as a source of revenue for pregnancy resource centers, which are allocated a donation for each specialty plate that a pro-life resident chooses to opt for.continue at LifeSite
Democrats are concerned because other organizations have been denied similar privileges due to the fact that the funds could be used for political purposes like lobbying and candidate advocacy.
Not surprisingly, some Democrats are concerned that the creation of a Choose Life plate in their state will draw residents into conversation about so-called “reproductive rights.” One local newspaper, describing the sentiment of one opponent to the bill, Democratic Representative Chris Danou, said:
Danou questioned the political affiliations of Choose Life Wisconsin’s leaders and the idea of broaching the divisive topic of reproductive rights with state license plates.
....With little support, the bill is unlikely to succeed this time around in Wisconsin.
GOPers need the pro-life wheelhouse to power them through and get elected, and kick them to the curb once they get in office.

Wisconsin Family Action prepared to pay production costs for "Choose Life" license plates
Legislators debated in a committee meeting Tuesday whether a pro-life organization should be allowed to sell specialized Wisconsin license plates to raise money to fund pregnancy resource centers.continue at Badger Herald
Choose Life Wisconsin, Inc., a nonprofit organization that advocates alternatives to abortion, would be allowed to sell $40 license plates saying “Choose Life” to private citizens should the bill pass through the Assembly Committee on Transportation.
According to the bill, the plates would cost $15 each for production with an additional $25 going directly to fund Choose Life pregnancy care centers across the state.
Choose Life Wisconsin President Julaine Appling said her organization does not want to burden taxpayers with the cost of production, so the organization is prepared to pay the production costs to the Department of Transportation up front, which she estimated would be between $9,000 and $11,000.
Jacque/Lazich Introduce “Choose Life” License Plates for Wisconsin

Last week, Rep. André Jacques (R-DePere) and Sen. Mary Lazich (R-New Berlin) introduced a bill last week that would establish a “Choose Life” license plate in Wisconsin. The plate has a birth certificate foot print on it and the words, “Choose Life.” Proceeds from the sale of this plate will go to Wisconsin’s Pregnancy Resource Centers to assist in their life-affirming work. NARAL Pro-Choice Wisconsin strongly opposes the plates.
WFA president Julaine Appling says, “We love the Choose Life Wisconsin license plate. What a great way to spread the pro-life message and also assist in funding our wonderful pregnancy resource centers. You know you are on to something good when the pro-abortion groups are upset.”
Wisconsin Family Action and Pro-Life Wisconsin have already set up the bylaws of Choose Life Wisconsin, Inc., which will disburse the proceeds from the sale of the license plates to crisis pregnancy centers for adoption assistance. Fees will include the normal license plate charge plus an additional charge of $15 for the specialty “Choose Life” plates, with an additional yearly $25 fee that provides funds to Choose Life Wisconsin, Inc.
Appling further stated, “Wisconsin Family Action will continue to work diligently with legislators to pass this pro-life bill that encourages adoption as viable option for women struggling with unplanned pregnancies.”
